Detective Daniel Douglas Receives 2003
Herbert R. Sullivan Distinguished Performance Award
St. Petersburg Police Department, Florida

On September19, 2003, the Detective Herbert R. Sullivan Distinguished Performance Award went to Detective Daniel Douglas for his exemplary effort during the past year. Though Detective Douglas continually works at a feverish pace, he truly went above and beyond the ordinary scope of investigation while working several different cases simultaneously over the past few years.

Detective Douglas began an investigation of a subject on July 2, 2001, after learning he was selling large quantities of powder cocaine from his apartment. While making supervised purchases of cocaine, Detective Douglas noticed another subject was selling cocaine from the same apartment complex. Gradually, Detective Douglas was able to make enough timely purchases to enable search warrants to be issued for the two separate apartments. Prior to the execution of the search warrants, Detective Douglas organized several surveillance details to learn where the subject’s vehicles were located and also learned he owned an ice cream parlor a short distance from the police station. Detective Douglas secured seizure warrants for all three Cadillac's, in addition to the items in the ice cream parlor. The resulting search warrants resulted in the seizure of four firearms, 36 grams of powder cocaine, 500 grams of marijuana and $53,639.00 in cash.

Another example of Detective Douglas’ work in the undercover role, involves a case that originated from a direct purchase of narcotics from a known drug trafficker. On April 9, 2003, Detective Douglas and a confidential informant were able to purchase a small amount of crack cocaine from the subject. During the purchase of narcotics, Detective Douglas closely watched where the narcotics were retrieved from. His keen sense of awareness gave the supporting patrol units enough probable cause to enter the subject’s vehicle after they placed him under arrest for sale and possession of crack cocaine. Once inside the vehicle, they found the crack cocaine where Detective Douglas stated it would be located.

Detective Douglas has always been a consistent and productive member of the Vice and Narcotics Unit since he became a detective in the unit. He has also done an exemplary job as a Field Training Officer for three detectives during his tenure and his trainees have excelled in the unit.

Aside from all of the hard work he has completed as a Vice and Narcotics detective, he also serves as the narcotics evidence control officer when an emergency arises. Detective Douglas completes these additional tasks without complaint and also answers many questions other detectives may have when submitting narcotic evidence.

Detective Douglas’ hard work and dedication to the Vice and Narcotics Unit should be commended.
