The Douglas family has Scottish roots. Jerzy Hardie-Douglas is the grandson of James Douglas.

After graduation, he worked as a paramedic in the emergency medical service in Łódź and as a nurse in Zgierz . In the years 1970–1972 he studied at the medical faculty of the Medical Academy in Gdańsk , in 1976 he graduated from the medical faculty of the Medical Academy in Łódź . He obtained 1st and 2nd degree medical specializations in general surgery and 2nd degree in oncological surgery . In 1976 he was employed at the district hospital in Szczecinek, from 1985 to 1992 he was the head of the municipal emergency service, and in the years 1992–2002 the head of the general surgery department. Later, he practiced in a private healthcare facility and a military specialist medical clinic.

In 1980, he organized "Solidarity" in his workplace, and in 1989, the local Civic Committee. From 1990 to 1998 and from 2002 to 2006 he was a member of the city council of Szczecinek, and in the years 1990–1991 he was the mayor. He was active in the Democratic Union and the Stu Movement . In 2001 he joined the Civic Platform (Platforma Obywatelska) and became the chairman of its structures in the Szczecin district.

In 2005, he won the early elections for the mayor of Szczecinek, scheduled after Marian Goliński was elected to the Sejm . He took office on January 16, 2006. In subsequent local government elections in 2006 , 2010 and 2014 , he successfully ran for re-election (each time in the first round of voting). In 2018, he did not run for mayor, but was elected a councilor in the Szczecin district.

In the 2019 elections, he was elected a deputy of the 9th term of office on behalf of the Civic Coalition in the Koszalin constituency , receiving 10,280 votes.

In 2004, together with Izabella Leniec, he built a magnificent house on Lake Trzesiecko in Trzesieka near Szczecinek. This triggered numerous negative comments related to his aspirations for the position of the mayor of Szczecinek, and only a resident of the city could stand for this position by law.
He also has an apartment in Szczecinek.

In the past, he intensively practiced fencing (foil and epee), swimming, gliding and sailing. Currently, he is mainly interested in cooking, reading books, movies, music and sailing.

The Regional Museum in Szczecinek credits a steady increase of the art collection in the museum to the support of mayor Jerzy Hardie-Douglas.
