- Rose was sent to the United States as a special envoy to treat concerning the Chesapeake-Leopard impressment case. He was born in 1771, the son of George Rose, Clerk of Parliaments and Theodora, the daughter of John Duer of Antigua, West Indies. He was educated at St. Johns College, Cambridge. He had a successful career as a diplomat and as M.P. and he succeeded his father as Clerk of Parliaments. He married Frances the daughter of Thomas Duncombe of Duncombe Park, Yorkshire. Their son Hugh Henry, became Baron Strathnairn of Strathnairn and Jánsi. He died in 1855 at Sandhills House near Christchurch, Hampshire.
